Visitors add comments to pages and posts

I'm new to Wordpress. It seems like visitors should be able to comment on pages and posts. This Local Business Pro theme does not show a place where visitors can post a comment. Am I missing something?

I searched Google and the Wordpress community says that the theme is responsible for enabling comments. Are comments turned off with the Local Business Pro theme?

 

On posts, we have allowed the comments but on pages, we will have to do it on your site.
