Shortcodes not parsing in Andrina fresh install

Since update to WP 4.5 shortcodes are not parsing in the theme. I noticed this today on an existing installation that goes back several versions to 2.1
I have copied the site over to a staging server, installed a fresh copy of the most recent version of Andrina 3.3.0, turned off all plugins except one for testing. The short code shows in plain text instead of parsing.
I then activated a different theme called responsive as a test and the shortcode parses fine.

Here is some additional info. So far it is only an issue in the Feature Descriptions on the front page.
