"Off" On Blog on Home Page and Strange Symbol

On the home page where the blog shows up, there is that blue backgrounded "OFF". I am sure it is because I have comments off, but how can I get rid of the blue backgrounded "OFF" ?

Also that strange symbol is showing up in the text area.
