Many Country's, Many Cities, Many Business 10,000++

On "Geocraft theme" Many Country's, Many Cities, Many Business 10,000++. My website is all about cities world wide. How would I start to set-up such a Maga Site. Like London has hotels, bars, clubs but so does LA, New York, Alaska, Canada. I would like each country to have it's own starting page like Denmark, Bulgaria, Austria, Estonia, and have a Detail page about that country with a Cities category on the bottom of that page. Business category page for each city. I want my site to have news and information along with business on the side.

For this you can use WordPress multisite network. Through which you can manage listings city wise.

But If I start with Country then cities how does it work/look on the main page?

For an example we can take two countries
Country 1 and country 2
Create two sites with the help of multisite. It will allow you to create separate front page for each country, as you want.
After that create categories for cities.
like
Country 1
city 1 (category)
city 2 (category)
city 3 (category)

Country 2
city 1 (category)
city 2 (category)
city 3 (category)

And set these categories at the navigation bar with the help of custom menu.
