Homepage Feature Area, Homepage Bottom Feature

On the Homepage Feature area and the Bottom Feature areas there are buttons to turn them off or on in the Inkthemes tab of the Dashboard. When I turn them off or on it does not make them appear or go away. They are always still there?

Am I missing something? How can I turn these features off ?
