Is there a way to remove the parallex scrolling pop up effect of the website? I would like everything to be visible right away...or at least decrease the time it takes for stuff to pop up

The delay is still there even though I changed all the values to 0. Primarily, I need the home feature areas to be there or pop up quicker because it looks like there is nothing else on the website to some viewers.
Awesome, thank you!! It is resolved! Is there anything we can do about the top heading being blue? I have pasted code, but it does not appear to be working. I need it to be white with some black stroke or shadow, so that people can read it.
